I refer to your letter of the 2nd November, 1950 about the provision to be made in the C. and M.E.S. Vote for the grant to Hong Kong University. I believe Marris rang Fairclough on the 4th November and agreed to the terms of the proposed public announcement. I now deal with the question of provision in the C. and M.E.S. Vote.

I am very glad to see that the University authorities at last have a definite plan for the expenditure of the money and I am equally glad to see that the report of the mission from Inter University Council for Higher Education in the Colonies (I.U.C./E.18/50) endorses the earlier view strongly expressed by this Department that it would be undesirable for the University to spend H.M. Government's grant in the form of an annuity over 15 years. I am however slightly puzzled as to exactly what it is you want from us in 1951/2. I agree with your suggested procedure for matching drawings upon the C.D. and W. and the C. and M.E.S. grants and if you think it is likely that £200,000 worth of work will be done in 1951/2 I have no difficulty in agreeing to a provision of £100,000 in the draft C and M.E.S. estimate. This however seems to run counter to your request in an earlier part of your letter under reference that we should re-vote the whole of
